Position Opening: ICRC DELEGATE
We are recruiting the ICRC Delegate.
WHO WE ARE
The ICRC is an independent, neutral organization providing humanitarian protection and assistance for victims of armed conflict and other situations of violence. It takes action in response to emergencies, works in protracted conflicts and other situations of violence and at the same time promotes respect for international humanitarian law (IHL) and its implementation in national law.
The ICRC Delegates are deployed all over the world to contribute to the organization’s mandate. Their duties focus either on protection related activities or are more polyvalent in nature. The ICRC fosters an integrative approach and the Delegates work in close collaboration with other relevant ICRC departments (e.g. Health, Economic Security, Communication, etc…) to reach their objectives.
ROLES & RESPONSIBILITIES
Deployments are driven by the operational needs and the responsibilities vary according to the duty station.
The tasks may change and evolve rapidly based on operational needs on the ground.
Main duties are:
- Contributing to the analysis of the general situation (including security) and of the humanitarian needs of the affected population according to the Delegation’s strategy and objectives.
- Expanding or consolidating a network of relevant stakeholders within their area of responsibility (e.g. affected communities, local authorities, arms carriers, non-governmental organizations, National Red Cross/Red Crescent societies, community/tribal leaders, etc.…).
- Carrying out field trips in order to monitor the situation and assessing the needs of the affected populations.
- Collaborating with other departments (e.g. health, economic security, communication, cooperation within the Red Cross/Red Crescent movement) and contributing to the implementation of their activities to provide humanitarian assistance.
- Planning and carrying out dissemination sessions on ICRC’s activities and mandate for target audiences.
- Implementing protection activities, such as visiting detainees in temporary or permanent places of detention, searching for family members separated by the armed conflict/other situations of violence or international migration, documenting violations of international humanitarian law/human rights law, or any other protection activity defined by the Protection department.
- Writing timely and concise internal and external reports with due respect for confidentiality and ensuring the appropriate follow-up.
- May be called upon to manage a team (on an ad hoc basis or permanently).
ESSENTIAL MINIMUM REQUIREMENTS
- Bachelor’s degree or equivalent.
- At least two years of relevant working experience.
- Fluent command of English.
- Working knowledge of a third ICRC language and/or any other language of interest (Portuguese, Hausa, Dari/Pashto) is an asset.
- Cross-cultural awareness gained through previous humanitarian or other voluntary experience, ideally with international exposure is required.
- Driving license for manual transmission vehicles and ability to drive independently on unfamiliar terrain.

- Able to establish priorities and work to tight deadlines.
- Able to function in an insecure and stressful environment with few social outlets.
- Understanding of security risks and capacity to follow security rules and procedures.
- Proven interpersonal skills and a strong commitment to a collaborative approach in a multi-cultural and multi-disciplinary team.
- Strongly motivated by humanitarian work and commitment to the ICRC’s mandate and principles.
- Demonstrated ability to work in proximity to affected communities.
- Excellent writing skills and ability to prepare clear and concise reports.
- Strong communication and negotiation skills, and ability to engage with a variety of stakeholders on sensitive issues.
DESIRED SKILLS
- Experience in the field of education, sexual violence, accountability to affected populations or other protection-related topics (e.g. detention, judicial guarantees, missing persons and their families, protection of civilians, internal displacement, migration, community-based protection, child protection, urban violence, data analysis, opportunities and challenges related to digital technology).
- Familiarity with the Red Cross/Red Crescent movement.
- Experience in managing teams and programs.
OUR OPERATIONAL AND FIELD CONSTRAINTS
In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
Candidates must be in good health and will have to do a medical check-up prior to departure in the field.
