【８月22日開催】ICRC主催TICAD9 テーマ別イベント：「希望の大地アフリカ」/ ICRC event at TICAD9 on 22 August: Africa, a land of hope

モデレータ―、調査研究本部研究員。1986年、読売新聞東京本社に入社して以来、記者として主に国際報道に携わり、ワシントン、ジュネーブ、ロンドンで特派員を経験。国際部次長、英字紙ジャパン・ニューズ編集長、編集局次長などを経て、2017年６月から現職。

エチオピア北部ティグレ州出身。2021年1月、家畜の世話をしていた際に地雷を踏んでしまい、脚の一部を失う。ICRCの支援を受けてリハビリを終了。

2007 年、カルボニエはジュネーブに拠点を置く国際・開発研究大学院にて、開発経済学の教授に就任。同大学院の学長や、人道支援教育研究所の所長も務めた。専門分野は国際開発協力や武力紛争の経済動学、天然資源と開発の関連性。2016 年には、米ハースト社とオックスフォード大学出版局から、著書「人道支援の経済学 戦争、災害と国際支援のマーケット」が刊行された。

2003年外務省入省（トルコ語専門職）、トルコで２回勤務した（広報文化・儀典総務・政務）他、シンガポール（APEC事務局Program Director）及びアフガニスタン（経済協力班）でも勤務。2022年より現職（通常兵器室・課長補佐）、対人地雷禁止条約及び武器貿易条約（ATT）等を担当。2024年のATT第10回締約国会議では透明性報告作業部会（WGTR）議長を務めた。

ウガンダ北部のスーダン難民キャンプや紛争後のルワンダ等において人道緊急支援に従事。ウプサラ大学大学院平和・紛争学部修士課程修了。1998 年から JICA の平和構築業務に携わり 2008 年より現職。アフリカ・中東・アジア・コロンビアの紛争影響地域での協力等、地雷・不発弾対策を含む JICA の平和構築の協力にかかる業務を実施。

Saki OUCHI has joined The Yomiuri Shimbun in 1986 and mainly worked in the International News Department and was assigned as a correspondent based in Washington, Geneva and London. She was Deputy Managing Editor between 2016 to 2017 and holds her current position since June 2017.

A 22-year-old cattle herder from Tigray, Ethiopia

Kassa sustained a life-altering injury in January 2021 during the Tigray conflict. While tending his livestock, he stepped on a landmine, resulting in the loss of part of his leg. He received physical rehabilitation services from a centre supported by the ICRC.

Mr Carbonnier has been professor of development economics at the Graduate Institute of
International and Development Studies since 2007, where he also served as Director of Studies and President of the Centre for Education and Research in Humanitarian Action. His expertise focuses on international development cooperation, the economic dynamics of armed conflict, and the nexus between natural resources and development. His latest book, published by Hurst and Oxford University Press in 2016, is entitled Humanitarian Economics. War, Disaster and the Global Aid Market.

Senior Advisor on Peacebuilding, JICA (Japan International Cooperation Agency)

Engaged in humanitarian emergency assistance in Sudanese refugee camps in northern Uganda and post-conflict Rwanda as an officer of International NGO. Completed a master’s degree in Peace and Conflict Studies, Uppsala University. She has been involved in JICA’s peacebuilding work since 1998 and has been in her current position since 2008. Her current responsibilities cover formulation, implementation and evaluation of projects and programs for JICA’s peacebuilding cooperation, including Mine Actions in conflict-affected areas in Africa, the Middle East, Asia, and Colombia. In 2000 and 2001, she worked as a JICA project formulation officer in the field of mine actions and support for reintegration of the ex-combatants. Her books include ” Bridging towards Peacebuilding – Reform and achievement of CMAC and South-south cooperation facilitated by JICA – “, etc.
